Adhere a black 4″ x 5 1/4″ black card to the card base. Foil the party hats toner card with rainbow foil. Foil the negative Party Hats onto a blue toner sheet. Adhere the white Party Hats card to the card base. Die Cut the HB2U out of the darker Party Hats. Die cut three more HB2U out of white card and layer under the foiled HB2U. Cut a strip of vellum slightly larger than the die cut and adhere to the back. Glue the HB2U / vellum piece to the card front. (To avoid glue showing through the vellum, apply the liquid adhesive to only the HB2U that you can see through the back of the vellum.) Adhere the sub-sentiment as shown.
